Upgrading Herzum Quick Linker from Version 3 to 4

The Herzum Quick linker upgrade from v. 3 to v.4 doesn't require any recommendation case of Local Partnership.

If Partnerships between different Jira instances exist, it is recommend to:

ensure that Jira instances have all two the same Jira major version
install the same app version on all the two Jira instances
navigate the Partnership Administration screens of all two the Jira instances in order to enable the app.
